The cupboard under the sink is the worst-designed space in the house

How tall a bottle will stand under the shelf?

There is 8.4 in of clear height between the drawer and the underside of the upper shelf, which takes most spray cleaners and dish soap. Anything taller goes in the open front column instead.

Is it steel or stainless?

Steel with a baked-on rust-resistant paint finish. Wipe up standing water rather than leaving it to sit, as you would with any coated steel.

Will the suction feet hold on a textured cabinet floor?

Suction works best on a smooth, clean, dry surface. On textured or laminate bases the adhesive pads do the work — both are supplied.
